Brighten up your party with this fun and playful dress! This sweet dress has a pannier layered over the full tulle skirt, that looks like ice cream melting. Instructions are included for adding hot stick metals but you can add any gems or beads to look like sprinkles OR use fabric that looks like sprinkles!
The skirt of the dress has three layers, lining, tulle and the pannier that come together at a neat broad waistband. The halter bodice is fully lined and closes with a snap at the back of the neck. The dress has a hook-and-loop closure.
